  1. Combine sugar, cocoa, flour, and salt in a saucepan.
  2. Stir in milk.
  3. Cook over medium heat, stirring constantly, until thickened and bubbly.
  4. Reduce heat and cook 2 minutes more.
  5. Beat egg yolks, then temper with a small amount of the hot mixture.
  6. Pour egg mixture back into the pan and cook 2 minutes.
  7. Remove from heat. Stir in butter, vanilla, and chocolate chips until smooth.
  8. Pour into dishes and chill.
